Is it illegal in Mexico to log into someone else's email by guessing the password?

Here's the situation: Teacher A used Student B's password from the class Moodle to access Student B's Hotmail account (which had the same password). Teacher A then used Student B's Hotmail to send an e-mail to C (who is a friend of Student B).





In many places in the United States, Teacher A could be facing prison time for this. What's the situation in Mexico?
